Do you have previous experience working as a Head of Strategic Estates Project Delivery/Estates Strategy Project Manager/equivalent?

Do you have experience working as a Head of Strategic Estates Project Delivery/Estates Strategy Project Manager/equivalent within the NHS, Healthcare or Public Sector?

Do you have experience overseeing the successful delivery of major Estates capital projects?

Do you have extensive experience in operational estate management (multi-disciplinary) at a senior level?

Are you available to start employment immediately or within 1-2 week if successful, working 4x days on-site in Huntington and 1x day working from home during Monday to Fridays?

Can you commit to working in a role which is expected to last up to 3 months and looking to be extended up to 6 months and maybe longer?

If yes, then do continue reading... as we're currently recruiting for a Head of Strategic Estates Project Delivery to be responsible for overseeing the successful delivery of all our clients Trust major Estates capital projects, ensuring the benefits and outcomes of the approved business cases are met. This role will be responsible for managing the Project Management, Site Management, Project & Contract support and Technical support functions.

Position: Head of Strategic Estates Project Delivery

Location: Huntingdon

Remote Working: 1 day working from home (day not specified at this stage) 4 days on site in Huntingdon

Job Type: Temporary

Working environment: Hospital

Duration: Expected to last up to 3 months and looking to be extended up to 6 months and maybe longer

Travel: There may be some cross site work within the surrounding areas

Band: 8C

Pay Rates: £36.50 to £42.50 paye inclusive of holiday pay per hour

Please Note: The rates quote above are depending on skill and experience. This will be paid through our clients direct engagement model at paye including holiday per hour

Working Days and Hours: Monday to Friday, 9am-5pm

Key duties and responsibilities

* To contribute to the strategic development of the trust wide estate and act as an expert advisor for the service.

* Establish and review effective management systems and to implement systems and processes.

* Participate in the preparation of business cases

* To be responsible for the preparation of board reports.

* Lead in the preparation of progress reports

* To present to the trust boards, divisional groups and department as required.

* Carry out full surveys and preparations of drawings, specifications and tender documents

* Manage and monitor costs and risks of a portfolio of operational estates.

* To deliver, quality project, on time and to budget

* To development and implement departmental policies and procedures

* Be responsible for delegated elements of the estates trust strategy

* To be responsible for development, publishing and implementation of estates succession plan.

* Demonstrate continuous service improvement and modernisation of service delivery and structure in line with sustainability targets

* To be the source of expertise on the interpretation of legislation when required.

* Actively contribute to the strategic direction of the business ensuring the infrastructure continues to meet the needs of the patients, public and staff at the same time as ensuring delivery against the contract for services.

* Responsible for ensuring compliance with statutory and mandatory requirements to ensure safe and compliant services are delivered.

* Responsible for providing evidence to demonstrate compliance with associated CQC, PAM and health & safety.

* Maintain and develop robust monitoring and reporting systems to ensure and clearly demonstrate the safe and effective delivery of estates operational services.

* To undertake the role of Authorised Person (AP) with delegated authority from the Associate Director of Estates and Facilities for the following areas: - Medical Gases - Fire Safety - Alarm Systems - Electricity - Asbestos 4 - Water Safety - Air Conditioning and Ventilation

* The role of AP is set out in Department of Health suite of Technical Memorandums, which includes complete overall responsibility for the safe and effective delivery of these services personally ensuring strict compliance to national legislation and guidelines.

* To make an effective contribution to obtaining the trusts vision, strategic objectives and key work programmes in relation to operational estates.

* Evaluate service provision performance measures, including benchmarking, to ensure value for money, identify opportunities for improvement and prepare and produce complex performance reports, analysis and comparison of appropriate data.

* Responsible for ensuring that all managed services have robust business continuity plans.

* Responsible for the maintenance and development of the estates risks & asset register.

* Responsible for ensuring estates strategic and operational business plans are in place and capture the plans as part of the annual business planning cycle.

* To implement modernisation, changes and improvements in services.

* To manage the estates on-call rota

Person Specification

A BSc or BA (as above) with demonstrable extensive senior management experience in a similar organisation or A BSc or BA (as above) with membership of a professional institution such as CIBSE, IEE, IMechE, IHEEM. Etc. or actively progressing registered status and evidence of continuing professional development

A BSc or BA Degree in Electrical or Mechanical Engineering or a Building discipline and a post-graduation Degree (Masters) in Mechanical Engineering or Construction or equivalent qualification and extensive proven experience Management qualification

Extensive experience in operational estate management (multi[1]disciplinary) at a senior level

Budgetary control, planning and forecasting

Experience of implementing quality controls, processes and procedures
