Job Description:
The Police Investigations and Review Commissioner is currently seeking to recruit a Reports Manager to join her team who are based in Hamilton. As a Reports Manager you will have a responsibility to check the quality, accuracy and evidential content of reports compiled by Investigators and Deputy Senior Investigators on the completion of independent investigations into the most significant incidents concerning the delivery of policing in Scotland.
The post holder will have proven experience in preparing and quality assuring reports on complex investigations. This should include a background in carrying out a similar function in the criminal justice or inspection, regulatory, or other enforcement environment. A thorough and systematic approach, attention to detail, identification of evidential standards, using sound judgement to reach conclusions are all essential skills for this role. This experience may have been gained within organisations other than the police service and we would welcome applications from candidates with relevant experience from other organisations.

Contract: Fixed Term 12 months contract
Work hours: Around 22.12 hours per week

Main duties and responsibilities
* Prepare and quality assure detailed and complex investigation reports for senior stakeholders. Amend drafts as required to ensure that they are accurate, soundly reasoned, consistent with decisions in similar cases and capable of withstanding scrutiny.
* Attend meetings with senior managers to report on progress of the quality assurance of investigation reports and other relevant matters.
* Draft guidance on evidential requirements for specific crimes
* Oversee the completion of investigation reports within agreed timescales.
* Carry out an analysis of legal sufficiency of evidence for reports containing allegations of criminality.
* Provide a mentoring role for investigators on drafting reports, provide them with legal guidance, ensure that they learn from feedback, and support them in meeting their objectives.
* Identify improvements in report writing processes to increase the quality and standard of reports. Identify and highlight common errors and omissions in reports and put forward plans for resolution.
* Promote a culture of learning and continuous improvement.
* Assist with the preparation of Petitions for Recovery of Documents
* Liaise with other agencies and staff as required.
Essential
* Law degree
* You will have at least 5 years relevant post qualification experience as a legal practitioner.
* Able to demonstrate excellent legal professional skills and relevant experience in providing legal advice including: the provision of sound legal analysis based on effective legal research
* Knowledge of the rules of evidence, including disclosure, and have experience of working in the criminal justice sector and reporting of crime.
* Ability to prepare and quality assure detailed and complex reports for senior stakeholders, both internal and external, on the investigations conducted by Investigations Department staff.
* Exercise of reliable legal judgment; Able to deal with competing demands and to prioritise appropriately.
* Strong analytical skills, with ability to assimilate information and reach sound judgements
* Senior level specialist knowledge/skills in investigations, or any relevant aspect of law enforcement or criminal justice
* Fluent and skilled communicator able to articulate views and present reasoned arguments on complex issues with excellent written skills.
* Strong interpersonal skills and the ability to build and maintain strong working relationships with colleagues and senior level managers
* An understanding of, and firm commitment to, the promotion of diversity and equality of opportunity
* A proven, high level of knowledge and understanding of the current Scottish criminal justice and policing environment in Scotland and an awareness of Human Rights law
