Location: Havant HQ (3 days on site)

Duration: 5 months (subject to 1-week notice)

Day Rate: £300-£400

Reporting To: Procurement Lead

Collaboration: Procurement Manager, Procurement Team, PMO, Stakeholders

Responsibilities:

Execute regulated (UCR 2016 compliant) tenders on e-sourcing system.
Manage document upload/download on e-sourcing platform.
Handle tender messages, queries, and clarifications.
Assist Procurement Managers in analyzing and summarizing bidder queries.
Ensure compliance with procurement timelines and reporting.
Set up tender documentation on e-sourcing platform.

Assess transactional procurement sections of PQQ (Finances, Insurances, certifications).
Conduct market research as required.
Perform supplier due diligence.Projects:

Tenders for Smart Metering and Meter Installation (NEC4/R&M Infrastructure).Essential Experience:

Previous public sector or utilities regulated procurement experience (PCR15 or UCR16).
Experience in setting up and running NEC3/NEC4 tenders/contracts.
Previous involvement in setting up and managing IT tenders/contracts.
Proficient in e-sourcing platforms.
Experience working in a project environment.Desirable Experience:

Knowledge in Water, Smart Metering, or Utilities.
Understanding of Regulation 31 (for water).
Proficient in "Delta" E-sourcing platform.
Proficient in "Achilles UVDB" qualification system.
Experience working in a time-sensitive and occasionally pressured project environment.
CIPS accredited.
